The Short Answer
Three counties are documented: Vice-Dale County (home of Vice City, seen on the VDPD police seal in Trailer 1), plus Kelly County and Leonard County (both surfaced via road signs and sheriff markings in earlier leaks). The August 2026 full-map leak appears to show all three labeled.

Why Counties Matter For Gameplay
Counties imply separate law-enforcement jurisdictions — meaning a wanted level might not follow you across county lines the same way, and sheriff cruisers could differ visually from city PD units. Combined with the leaked police identification mechanic (HUD breakdown here), county lines could become genuine escape boundaries.
They also organize Rockstar's world-building: different counties can carry different radio markets, store chains, and ambient wildlife density (including legendary hunts).

- Vice-Dale: Officially shown — the news broadcast scene in Trailer 1 displays the Vice-Dale County police seal. Verified frame-by-frame by the community.
- Kelly & Leonard: Surfaced through environmental details in the September 2022 leak footage and subsequent trailer road signs; cataloged by the GTA VI Mapping Project since 2022.
